- Attend, full-time, an accredited institution of higher education
- Exhibit community involvement
- Other than a strong potential for success, such factors as class rank and grade point average will not be criteria in making a selection unless such factors are needed to distinguish between multiple potential candidates
- Although the scholarship is not based on need, it may be a considering factor in the selection process
